ALI hosted a robust conversation on Building a Critical Minerals Supply Chain with Representatives Haley Stevens and Paul Tonko, and other thought leaders from the Administration, civil society, think tanks and businesses. The discussion started with discussion of Rep. Tonko’s bill, Critical Material TRACE Act, that would establish a Dept. of Energy program to support the development, implementation, and adoption of digital identification systems. There was discussion regarding urgent necessity of securing access to critical minerals outside of China and negotiating supply chain agreements beyond the FTA countries designated in the Inflation Reduction Act. Participants explored the challenges of engaging in the countries where the minerals are mined and processed, and the need for standards and regulation to drive high standard labor and environment practices in mining and processing. Domestic permitting reform in the United States was highlighted as a necessary policy change to advance critical minerals mining and processing in the United States.
