Strategies to Address Potential Tariffs and other Protectionist Initiative

ALI hosted a working dinner with Reps. Suzan DelBene, Brad Schneider, Jimmy Panetta and Haley Stevens to discuss how Congress can address President Trump’s tariffs and other protectionist initiatives. Rep. DelBene discussed her bill, The Prevent Tariff Abuse Act, which clarifies that the imposition of duties or quotas on the importation of goods is prohibited under IEEPA (The International Emergency Economic Powers Act). The group discussed other strategies for Congress to be more proactive in advancing trade policy, including opportunities for bipartisan collaboration.
AI and digital policy were flagged as possible areas of alignment with the new Administration, especially the importance for the U.S. to maintain AI global leadership rather than cede that leadership to China. The group discussed how tariffs, including tariffs on China, will impact U.S. supply chains, as well as the impacts of potential retaliation. The group also discussed the importance of the new Administration maintaining U.S. participation with allies in groups such as the G-7 or G-20.
ALI will be working with the members of Congress and other stakeholders to develop concrete next steps that can be pursued in 2025.
